Reform UK Infighting: Councillors Reported to Police Over Election Spending Allegations!

In recent developments concerning the Reform UK party in Devon, a notable political scandal has emerged involving allegations of election expenses violations. This situation has escal to the point where two county councillors and an election agent have been reported to the police by a fellow member of their party. The allegations revolve around claims that Neil Stevens, alongside his brother Tony Stevens—both newly elected councillors—exceeded the mandated spending limits during their campaign for local elections held on May 1.

According to documents cited by the BBC, Neil Stevens allegedly spent approximately £170 more than the allowed campaign expenditure cap. His expenditure was reported to police by Ed Hill, who was also elected as a councillor during the same elections and previously served as the chairman of the Exeter branch of Reform UK before his dismissal for bringing the party into “disrepute.” The underlying contention appears to be not only a breach of election spending regulations but also the internal strife within the party, highlighted by Hill’s actions against his fellow colleagues.

When faced with the allegations, Neil Stevens expressed a belief that he had misunderstood the expenses regulations, and his election agent, Rob Sheridan, expressed confidence that no errors had occurred in the reporting of expenditures. Meanwhile, Tony Stevens, when approached for comment, opted to maintain silence on the matter.

The context of this incident becomes clearer with a review of the election results from the Devon County Council elections. The Reform UK party won 18 seats, establishing themselves as the second-largest party within the council, trailing only behind the Liberal Democrats. Notably, Neil Stevens secured his seat in the Alphington and Cowick ward, garnering a total of 1,126 votes—a narrow victory of 72 votes over Labour candidate Yvonne Atkinson.

In compliance with electoral laws, spending limits for candidates are proportionate to the electorate size within their respective wards. The spending threshold for the Alphington and Cowick seat has been set at £1,827.04; however, the returns provided by Neil Stevens indicated a total expenditure of £1,995.72. This discrepancy was a crucial point in Ed Hill’s report to the authorities.

Ed Hill previously acted as Neil Stevens’ election agent. However, documentation reveals a change in this role on June 3, the day before the election expense returns were filed, ushering in further complications within the Reform UK leadership structure. Moreover, Hill raised concerns regarding a claimed £250 expense for podcast recording by Tony Stevens, asserting that the expense should be divided between both brothers, thus augmenting the financial thresholds associated with Neil Stevens’ campaign.

The implications of exceeding campaign expenditure limits can be severe, potentially resulting in unlimited fines or imprisonment. The College of Policing indicates that a false declaration also deserves serious scrutiny, potentially leading to prison time for more severe violations. The Electoral Commission underscored that such financial caps encompass all campaign-related spending, including any personal contributions and donations received by candidates.

In the wake of these incidents, investigations into the allegations have been initiated, and a spokesperson from the national Reform UK party has confirmed that Ed Hill was removed from his position as chairman to preserve the party’s integrity. The spokesperson added that an ongoing investigation means the party will refrain from commenting further until all facts are clarified.

In a concluding remark, Neil Stevens contended, through the Local Democracy Reporting Service (LDRS), that he interpreted the spending limit exclusively as pertaining to his personal financial contributions rather than including donations he also received. His agent maintained confidence, advising additional checks on the returns and the possibility of updating them should errors be discovered.

As the investigation continues amid rising political tensions within the Reform UK party in Devon, it remains crucial for all involved to adhere to standards of integrity and transparency expected from public officials, promising constituents that such conduct will be examined thoroughly.
