Senate Report Unleashes Criticism on Trump Administration’s ‘War on Science,’ Igniting Concerns Over $2.7 Billion in NIH Funding Cuts

In recent developments surrounding the Trump administration, a Senate committee report released by the minority staff has levied critical criticism against the actions taken during Trump’s tenure, particularly regarding scientific research funding and public health. This report, authored by Senator Bernie Sanders from Vermont and scheduled for publication on a Tuesday, highlights the substantial cuts to the National Institutes of Health (NIH) funding, totaling approximately $2.7 billion within the first three months of the year, a number that far exceeds earlier estimates which suggested a $1.8 billion drop due to targeted grant terminations. Such sweeping budget reductions underscore a drastic shift in the federal government’s priority set, raising alarms particularly within the scientific community.

The 15-page document characterizes the Trump administration’s measures as a “war on science,” referencing extensive analyses performed by the minority staff of the Senate Health, Education, Labor, and Pensions Committee. These analyses drew from NIH grant data, self-reported documents from the Department of Health and Human Services (HHS), and other relevant sources, collectively painting a concerning picture regarding the future of scientific advancements and public health. The report warns that the reduction in funding will lead to fewer breakthroughs in treating diseases such as cancer and hamstring the public health response to infectious disease threats, while also eroding trust in public institutions.

In conjunction with the report’s release, a hearing is scheduled with U.S. Health and Human Services Secretary Robert F. Kennedy, Jr. to deliberate over President Trump’s proposed budget for HHS for fiscal year 2026. Senator Sanders pointed out that the American populace does not support slashing cancer research funding solely to enable tax breaks for billionaires. He further emphasized the detrimental implications of Trump’s policies, asserting that these actions do not contribute to improving the nation’s health, but instead make populations both in the U.S. and globally even sicker.

The repercussions of such drastic funding cuts extend beyond cancer research. Data within the report reveals that federally allocated funding for cancer research alone experienced a staggering 31% reduction when compared to the same period in the previous year. This reduction has raised serious concerns among stakeholders who are vested in medical research and public health. The proposals related to altered NIH grants were seen to affect vital areas such as research on Alzheimer’s disease, cardiovascular diseases, diabetes, and crucial infectious disease clinical trials, understanding the potential risks these cuts will impose on ongoing and future research.

Furthermore, the committee report discusses structural changes within the HHS, consolidating its 28 independent agencies into 15 divisions as part of an organizational overhaul led by the Trump administration. One notable aspect of this restructuring is the creation of the new Administration for a Healthy America aimed at addressing chronic diseases more effectively. HHS spokesperson Andrew Nixon stated that the agency is committed to reviving the tradition of evidence-based science, stressing the importance of prioritizing research that impacts the wellbeing of American citizens as they work towards making the country healthier again.

However, these initiatives come with serious caveats as the NIH grant pauses and terminations have also been correlated with orders from the Trump administration mandating compliance with new diversity, equity, and inclusion rules to access federal funding. These measures, including an anti-DEI mandate signed shortly after Trump commenced his second term, have put additional strain on scientific and research institutions, suggesting a concerning trend of political intervention in scientific discourse.

Amidst this turbulent backdrop, access to scientific data has also come under scrutiny, with considerable deletions of public health datasets from websites like the Centers for Disease Control and Prevention and central HHS data portals since the start of Trump’s administration. Organizations such as Doctors for America have sought legal action against these deletions, aiming to restore transparency to the data available to the public. However, the administration’s response has included unfounded disclaimers on recovered datasets, exacerbating fears of misinformation.

The committee’s report paints a vivid picture of the tumultuous state of public health and scientific inquiry during the Trump administration. Not only have significant staff reductions occurred—reportedly leading to the termination of at least 10,000 HHS agency employees—but the direction that public health policy has taken raises fundamental questions about its implications for the future health landscape of the nation. As Kennedy himself posited, the restructuring is designed to align the organization with its core mission while alleviating taxpayer burdens, yet it remains to be seen whether this vision translates into substantive improvements in public health. The absence of clear communication regarding these layoffs reinforces fears regarding accountability and transparency within government agencies during these unprecedented times. The urgency for Congress and the scientific community to advocate for evidence-driven policy and research funding has never been greater.
